Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The State Water Resources Control Board’s Division of Water Quality is seeking a Water Resource Control Engineer with strong critical thinking skills to join a dynamic team environment in protecting water quality consistent with the State Water Board’s direction and mission. Under close supervision, the incumbent will work as part of an interdisciplinary team to implement the Recycled Water Policy in the Division of Water Quality’s Recycled Water and Desalination Unit. The incumbent will collaborate with State and Regional Water Board staff to advance the production and use of alternative water supplies consistent with Governor Newsom’s August 2022 Water Supply Strategy, such as recycled water and desalination, through developing tools to streamline recycled water permitting and modernizing program data systems and operations to address program needs. Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge or experience related to: water treatment systems (e.g., wastewater, desalination, recycled water), water treatment technologies, water quality permitting, recycled water, and/or environmental contaminants including constituents of emerging concern (CECs).
  • Strong organizational, analytical, critical thinking, and interpersonal skills.
  • Excellent oral and written communication.
  • Ability to work with and respond appropriately to the public, local government, and other entities on controversial or complex issues, as needed.
  • Knowledge of water quality policies, programs, regulations, and procedures.
  • Registration as a California Professional Engineer.
  • Experience drafting and reviewing technical reports.
  • Experience conducting stakeholder or public outreach.
  • Experience giving presentations.
  • Experience as a project lead, or working independently to complete a project.
